Explanation of the penalty measures:

• First-time block: 1-week restriction, requiring an action plan.
• In case of minor issues: 2-week restriction, requiring an action plan.
• In case of repeated/moderate issues: 4-week restriction, requiring an action plan.
• In case of severe/repeated issues: 6-8 week restriction, requiring an action plan.
